V1.3.0.0 of OpenFHE Python wrapper is out

Note that we are now using the same version for the OpenFHE Python wrapper as for the main OpenFHE C++ library.

The following changes are included:

  • Synchronizes the API with OpenFHE v1.3.0
  • Synchronizes the documentation with OpenFHE v1.3.0
  • Enables single-line installs using pypi
  • Fixes several bugs
