Alternatively setting up the number of threads for OpenFHE-Python

Hi guys,
I just wonder, is there any way to set the number of threads like the C version via OMP_NUM_THREADS

@ManhBui There should not be any difference in setting the number of openmp threads for openfhe-python as openfhe-python is just a wrapper for openfhe-development using the same openfhe shared libraries.
